HIBAPRESS – W.A.M.
The Minister Delegate to the Head of Government in charge of Digital Transition and Administrative Reform, Amal Al-Fallah Sghrouchni, confirmed on Thursday in the Kuwaiti capital that digital transformation has become a strategic national choice in Morocco.
Sghrouchni explained, during a high-level workshop organized on the sidelines of the Second International Forum for Digital Cooperation and the Fifth General Assembly of the Digital Cooperation Organization (February 4-5), that digitalization has become a fundamental pillar in the new development model, administrative reform, and the building of more comprehensive and effective public services, thanks to the high directives of King Mohammed VI. The Minister added that artificial intelligence and data are no longer mere theoretical or imported concepts, but have become practical tools to improve living conditions, enhance resilience, and consolidate national sovereignty, adding that Morocco has chosen to invest in the sovereignty of artificial intelligence by building capacities in all elements of the value chain (data, infrastructure, skills, governance, and ethics). She also highlighted the "Al-Jazari Roots" initiative, which reflects the Kingdom's commitment to consolidating the development of artificial intelligence in trusted environments subject to local management, emphasizing that this initiative aims to enhance applied research, sovereign data, computing capabilities, and human capital, while ensuring transparent and ethical artificial intelligence systems that align with societal values. In an interconnected digital environment, the Minister pointed out that multilateralism, regional cooperation, and the coordination of frameworks have become necessary to reduce fragmentation, avoid duplication, and ensure fair access to the benefits of artificial intelligence. Based on this principle, Sghrouchni mentioned that the Ministry of Digital Transition and Administrative Reform, in partnership with the United Nations Development Programme, launched the Digital Center for Sustainable Development (D4SD) and the Artificial Intelligence and Data Alliance, with the aim of consolidating Morocco's position as a regional platform that brings together Africa and the Arab world, connecting ecosystems, mobilizing partnerships, as well as translating political orientations into tangible projects with a significant impact. In this context, the Minister expressed Morocco's determination to establish a high-level technical committee concerned with research and innovation, bringing together decision-makers in the public sector, researchers, economic actors, and development partners. She added that the aim of establishing this committee is to ensure the strategic alignment of priorities, accelerate the pace of innovation, and transform collective aspirations into practical, scalable initiatives, based on the best international practices. On the other hand, Sghrouchni praised the central role played by the Digital Cooperation Organization as a platform for strategic convergence, building trust, and collective action. In this regard, the Minister called for a joint mobilization of member states, the United Nations Development Programme, development banks, the private sector, and civil society to move from ambition to implementation, and from pilot projects to building structural platforms, and to put artificial intelligence and data at the heart of sustainable, inclusive, and fair development.
