As a continuation of the measures taken to ensure an organized and safe return for citizens who were temporarily evacuated following the exceptional climatic conditions experienced by the region, the local authorities in the prefecture of Larache inform the public that a comprehensive executive plan has been developed to facilitate their return in successive stages, with the determination of the dedicated means of transportation, safe axes, and a field supervision system, ensuring the smooth performance of this process and the safety of citizens.
According to a statement from the Larache region authorities, the possibility of return will begin on Sunday, February 15, 2026, for the residents of the following neighborhoods, residential complexes, and areas in the city of Ksar El Kebir:

Bab El Ouad neighborhood – Old Medina –
Gharsa Benjelloun neighborhood
* The second administrative annex
Al-Sharia neighborhood – Old Medina –
* The third administrative annex
Al-Salam neighborhood: Group "D", Group "E", and Group "W"
The New Neighborhood: Group "A" and Group "B"
* The fourth administrative annex
Al-Nahda neighborhood
Al-Saada neighborhood
Al-Salama neighborhood
The old military camp neighborhood
Al-Massira neighborhood
Al-Dukhan neighborhood
* The fifth administrative annex
Al-Urooba neighborhood

In this context, starting at seven o'clock in the morning on Sunday, February 15, 2026, free trains will be scheduled from Tangier city train station towards Ksar El Kebir, and buses will be used to transport the people concerned with the return, free of charge, from multiple points towards Ksar El Kebir, in order to support citizens and provide them with the necessary assistance, and to facilitate their movement in the best conditions.
This will be announced later, through official notifications and using various available channels, about the additional areas included in the return and the chronological order of the subsequent stages according to field developments.
The local authorities in the prefecture of Larache urge citizens not to return to the areas not included in this statement before the issuance of an official notification in this regard, until the water level recedes to levels that ensure safe access and prepare the appropriate reception conditions, in the interest of their safety and to ensure the regularity of operations.
To achieve this goal, field organizational measures will be put in place by establishing checkpoints at the entrances to the areas concerned with the return of residents, in order to verify that entry operations are limited to the targeted and authorized people, ensuring the control of the return process in safe and secure conditions.
