The Ministry of Investment, Convergence, and Evaluation of Public Policies launched today, Wednesday in Rabat, the National Standard Framework for the Convergence of Public Policies, thereby laying the foundations for a new governance of public action in Morocco and modernizing state governance.
In a speech on the occasion, the Minister Delegate in charge of Investment, Convergence, and Evaluation of Public Policies, Karim Zidan, affirmed that this project translates the High Royal Directives that have established a dynamic of profound reforms, aimed at making public action more effective and efficient in the face of the accelerating transformations that the national context is witnessing. Zidan explained that this standard framework does not aim at all to restrict initiatives or add administrative burdens, but rather seeks to provide a unified reference that ensures harmony and promotes fairness in the distribution of impact. In this context, the Minister called on the various ministerial sectors to adopt this framework as a permanent reference, which transcends the succession of governments to serve the public interest and push the path of development in the Kingdom under the wise leadership of King Mohammed VI. For his part, the Secretary-General of the Ministry of Investment, Convergence, and Evaluation of Public Policies, Ibrahim Benmoussa, reviewed the technical foundations of this framework, which was prepared according to a participatory approach that includes various ministerial sectors and the High Commission for Planning. Benmoussa explained that this standard framework is based on an accurate diagnosis of the convergence situation in Morocco, with the identification of the basic levers to ensure the consistency of state interventions at various levels of planning. Benmoussa also detailed the strategic objectives of this framework, especially the definition of common standards for the preparation of public policies and the development of joint mechanisms for monitoring and evaluation. He stressed that this reference ensures the consistency of each sectoral program with national priorities, while overcoming overlaps and improving the distribution of financial and human resources. The launch of this national standard framework embodies making coordination a golden rule within the Moroccan administration, by institutionalizing sectoral dialogue and unifying measurement tools. This framework also provides Morocco with a strong lever to transform strategic ambitions into a tangible reality for the citizen, while strengthening the state's ability to withstand future challenges.
