The National Human Rights Council has called for the development of a national protocol for proactive intervention in the face of flood risks, based on the lessons learned from managing the floods in the Gharb and Loukkos regions.
The Council clarified, in its initial conclusions regarding the management of these floods in relation to international standards, that the recent experience represents a real opportunity to establish an integrated Moroccan model in the field of preparedness and response to natural disasters, based on coordination between various stakeholders and a clear definition of roles and responsibilities. It recommended the preparation of comprehensive local, regional, and provincial plans, at the level of territorial communities, that integrate the human rights-based approach to flood risk management, with the adoption of early warning and preventive intervention mechanisms. The Council also called on the government to review its vision regarding strategies to address climate change, stressing that these changes are not only related to the succession of drought years, but also include the extremes of rainy years and the devastating floods that may result from them. The Council stressed the need to integrate climate change issues into land redevelopment projects, whether in coastal, mountainous, or oasis areas, to ensure the reduction of risks and enhance the resilience of local communities in the face of disasters.
