Younes Skouri, Minister of Economic Inclusion, Small Business, Employment and Skills, confirmed on Wednesday in Rabat that the "pioneering approach" within public administration emerges as a lever for innovation and development, enabling the tackling of complex challenges and transforming them into promising opportunities.
Skouri highlighted, during the opening conference of the "Thursday of the National School of Administration" (JEUD’ENSA) series for the year 2026, organized under the slogan "Positioning the Public Manager," the importance of public decision-makers adopting the "pioneering approach," especially in the current context characterized by profound socio-economic transformations. He explained that "pioneering is the responsibility of public decision-makers to build the world we aspire to," emphasizing the need to rethink the relationship between the "pioneering" approach and the "authority" approach, as they are different concepts governed by different logics. He noted that decision-makers who work according to the logic of "authority" define their tasks in diagnosing problems, finding solutions, and protecting their institutions from threats, by adopting the principle of "zero risk," and resolving conflicts, which may prove to be of limited effectiveness in facing emerging complex challenges. In contrast, the minister added, "public managers" who adopt the pioneering approach define challenges, systematically expose themselves to risks, and manage conflicts by transforming them into opportunities, while reconsidering existing standards to adapt them to the current context, which enables achieving satisfactory results. For her part, Nada Bayaz, Director General of the National School of Administration, highlighted that at a time when public administrations are called upon to bring about a profound transformation in order to gain more effectiveness, flexibility, proximity, and positive impact, the issue of public pioneering has become of great importance. She noted that "the mission of the public manager today is no longer limited to administration only, but also includes adopting a vision, mobilizing teams around structured projects, leading change in a complex and demanding environment, and embodying ethics, responsibility, and a sense of public interest." In this regard, she explained that the National School of Administration undertakes the task of preparing cadres capable of assuming these responsibilities with precision, wisdom, and commitment. She concluded by saying, "By launching the (Thursday of the National School of Administration 2026) series, we reaffirm the school's message as a forum for strategic thinking and a laboratory of ideas in the service of a modern, effective administration that is faithful to the values of our country." It is worth noting that the "Thursday of the National School of Administration" series provides a space for strategic thinking aimed at promoting a structured public debate on the challenges of pioneering and governance.
