HIBAPRESS – Ahmed Al-Musaed
In a move that reflects the new directions of the Ministry of Youth, Culture, and Communication towards consolidating "management governance", the Regional Directorate for the Youth Sector in the Oriental region of Oujda hosted, on Monday, March 9th, an extensive meeting chaired by the Regional Director, Najia Nour, and attended by all regional directors, dedicated to setting the executive mechanisms for the "Performance Efficiency Contract" which was recently signed in the capital, Rabat.
This meeting comes within the context of activating the provisions of the contract signed between the central administration and the regional directorates, which is the framework that breaks with traditional management methods, adopting the "results-based management" approach. This contract aims to: Define commitments: Precise control of the responsibilities of the central administration and regional directorates; Flexibility and initiative: Granting regional actors broader powers to respond to the local specificities of the Oriental region; Field effectiveness: Ensuring the optimal implementation of new development model projects directed to youth. During her introductory speech, Najia Nour stressed that the success of this management workshop depends on the extent of the regional departments' ability to closely coordinate and unify visions. She also emphasized the need to adhere to quality standards in providing services to the visitors of youth institutions, considering that the Performance Efficiency Contract is not just an administrative procedure, but rather an "ethical and professional contract" to promote socio-educational work in the region. The discussions of the regional directors focused on ways to transform the objectives outlined in the contract into measurable work programs, with an emphasis on: Coherence of proposals: Ensuring the consistency of regional projects with the national strategy of the sector; Improving services: Increasing the attractiveness of youth centers and training centers across the region; New challenges: Keeping pace with digital transformations and the current needs of Moroccan youth.
