The Head of Government, Aziz Akhannouch, issued a circular to ministers, ministers delegate, high commissioners, and the general delegate, calling for a more precise and anticipatory approach to managing employee expenses in the public sector, given the increasing weight of these expenses within the public budget structure.
This approach comes in the context of the government's efforts to strike a delicate balance between meeting the needs of public administrations for the necessary human resources to ensure the continuity and quality of public services, and expanding the financial margins that allow for directing more resources towards investment, while maintaining a balance in public finances.
The circular noted that employee expenses represent one of the most important components of the state budget, which makes controlling their development a central issue in managing public finances. In this context, the Head of Government stressed the need to strengthen the mechanisms of anticipation and planning related to the management of human resources within the various ministerial sectors and public institutions.
The circular also pointed out that the provisions of Organic Law No. 130.13 on the Finance Law enshrine the principle of limiting the appropriations opened for employee expenses, in addition to adopting multi-year budgetary programming, which requires improving management and anticipation tools to ensure greater consistency between administrative needs and available financial resources.
To achieve this goal, the circular stipulates the adoption of a unified methodology for preparing employee expense programming and tracking its implementation according to a digital approach, through an integrated information system that is being developed at the level of the Budget Directorate of the Ministry of Economy and Finance, with the aim of collecting data and facilitating the regular monitoring of its implementation.
The Head of Government called on the administrative departments in charge of managing human resources and the budget within the various sectors to prepare a prospective budgetary program for employee expenses that extends for three years, in accordance with a proactive management based on a precise timetable for the various operations related to human resources.
These operations mainly include recruitment based on a precise and justified determination of the actual needs for human resources to ensure the proper functioning of public facilities and the quality of their services, in addition to promotions in grade and rank, and the application of legislative and regulatory provisions related to the review of the salaries of employees and agents when necessary, as well as the settlement of various administrative situations and the procedures for reintegration or removal from public service.
The circular also stressed the need to include all data related to this programming within the information system designated for this purpose, in accordance with the modalities specified in the appendix attached to the circular.
Regarding the follow-up of the implementation of employee expenses, the Head of Government affirmed the necessity of providing the ministry in charge of finance with data related to the implementation of these expenses periodically, through the same information system, before the tenth of each month, in application of the provisions of Article 5 of Decree No. 2.15.426 relating to the preparation and implementation of finance laws.
The Head of Government called on the various government officials to give their instructions to the competent departments to adhere to the deadlines set for carrying out the pre-programmed operations for each financial year, especially those related to recruitment and promotions, as well as organizing meetings of the equal-member administrative committees on their specified dates.
He also urged them to take the necessary measures to implement the contents of this circular, in coordination with the services of the General Treasury of the Kingdom and the Budget Directorate, stressing that the implementation of these procedures will start from the current year within the framework of preparing the draft finance law for the year 2027, as well as the multi-year budgetary programming for the period between 2027 and 2029.
