HIBAPRESS – Casablanca
The inclusion of the point of distributing support to associations on the agenda of the extraordinary session of the municipality of Had Soualem, expected to be held on April 2, 2026, sparked a wave of controversy and criticism among a number of local actors and activists in the city.
This file raised wide-ranging questions after the circulation of data indicating the inclusion of the names of sports associations described by observers as "phantom," considering that their activities remain confined to documents and do not have a tangible impact on the ground within the territory of the municipality, despite their benefiting from significant financial sums within the support proposals. A number of activists demanded the need to adopt transparent and clear criteria in the distribution of public support, and to link the benefit to the extent of the associations' presence in the field and their actual impact, stressing that the continuation of such practices would undermine confidence in the management of local affairs and fuel the debate over the governance of spending public funds.
