HIBAPRESS – Rabat

The government held a new round of central social dialogue for the April 2026 session, within the framework of institutionalizing this workshop and strengthening consultation with social and economic partners, where the head of government chaired a series of meetings in Rabat in the presence of the most representative unions, along with the General Confederation of Moroccan Enterprises and the Moroccan Confederation of Agriculture and Rural Development.

According to the statement issued on April 17, 2026, this round was an opportunity to review the most prominent achievements of the social dialogue during the current government term, and to assess the extent of the implementation of mutual commitments, in a context characterized by the achievement of a set of gains for the workers, especially with regard to improving income and strengthening social protection.

In this context, the head of government presented a detailed summary of the measures taken, where a general increase in salaries was paid in the public sector with a value of 1,000 dirhams per month in two phases, for the benefit of employees of public administrations, territorial communities, and public institutions, in addition to improving family allowances and increasing the promotion quota. The annual cost of these measures exceeded 14.8 billion dirhams.

The reforms also included vital sectors, including education with a financial cost exceeding 18.47 billion dirhams, and the health sector with about 4 billion dirhams annually, in addition to higher education with a cost of nearly 2 billion dirhams. These measures contributed to raising the average net monthly salaries in the public sector from 8,237 dirhams in 2021 to 10,600 dirhams in 2025, an increase of nearly 29%.

As for the private sector, the minimum wage in non-agricultural activities was raised by 20% to reach 3,422 dirhams, compared to an increase of 25% in agricultural activities, where the minimum wage reached 2,533 dirhams starting from April 2026.

Regarding social protection, the statement highlighted the expansion of the benefit from old-age pensions by reducing the insurance days requirement to 1320 days, with the adoption of retroactive effect for retirees since January 2023, in addition to enabling those who did not meet this requirement to recover their contributions and the contributions of their employers.

A review of the income tax system was also adopted at a cost exceeding 7.6 billion dirhams, which had a positive impact on the wages of workers with an increase of more than 400 dirhams on average, with the government's confirmation of continuing the discussion on reforming this tax system.

At the level of the expected reforms, the government committed to accelerating the processing of a number of sectoral files, especially those related to engineers, administrators, and technicians, in addition to amending the Labor Code to reduce the working hours of security guards from 12 to 8 hours per day, with this measure to be implemented in 2027.

Regarding the reform of pension systems, the statement stated that the competent national committee continues its meetings to develop a comprehensive vision for the reform, with a thorough diagnosis of the financial situation of the various systems, in addition to the government's commitment to opening a special discussion on the situation of retirees who receive pensions less than the minimum wage.

The government affirmed at the end of the statement its determination to continue implementing the outputs of the social dialogue and strengthening sectoral dialogue, in a way that ensures the finding of practical solutions to the various issues raised and responding to the aspirations of the workers.
