HIBAPRESS – Ahmed Sabar
A number of civil and human rights activists have received a copy of a collective complaint accompanied by a petition bearing the signatures of a number of residents of the villages belonging to the command of Amer Al-Siflia in the province of Kenitra, which includes a number of grievances and accusations related to the way the local administrative affairs are managed by the commander of the command, according to what was stated in the circulated document.
According to the content of the complaint, of which the newspaper has a copy, which the signatories said they had addressed to the Ministry of Interior, a number of citizens and community activists are complaining about what they described as the deterioration of administrative services and the absence of a participatory approach in dealing with the residents and local actors, considering that the situation has caused a state of tension and tension within the region. The complaint talks about allegations related to the disruption of citizens' interests and the long waiting periods inside the command headquarters, in addition to what the complainants considered a bad reception and departure from the workplace during working hours, which are data that the signatory associations confirmed that they obtained through meetings and field hearings with the residents, including documented testimonies of citizens from the region. The same document also referred to accusations related to the restriction of some actors and citizens by waving the referral of files to the Public Prosecution, which the complainants considered a method of intimidating critical voices, according to their expression. Among the points raised by the petition as well, what it described as the absence of a registry office to receive complaints, which prompted some of the affected – according to the same source – to seek the help of judicial commissioners to prove their hesitation at the command headquarters or document some of the facts related to their administrative interests. The complaint also addressed what it considered negative interference by some authority agents in citizens' files, on backgrounds described as electoral and political, with the commander accused of not taking measures to ensure administrative neutrality, which are accusations that remain within the framework of allegations contained in the complaint and no official position has been issued regarding them to date. The activists who signed the petition confirmed that these conditions contributed to the growth of social tension and the creation of an atmosphere of tension within a number of villages, demanding that the regional and central authorities open an administrative investigation and take the necessary measures to ensure respect for the rights of citizens and the preservation of social peace. In contrast, it was not possible to obtain an official comment from the commander of the Amer Al-Siflia command or from the competent regional authorities regarding the content of these accusations, at a time when respect for legal and institutional procedures remains the basis for dealing with such files until the completion of any investigation or possible administrative procedure. Observers of local affairs believe that addressing such issues requires strengthening the channels of dialogue and communication between the territorial administration and the residents, in a way that ensures the quality of administrative services and respect for the dignity of citizens, within the framework of law and institutions.
