HIBAPRESS – A. Mahyaoui
The Provincial Human Development Committee in the province of Taounate, during its meeting held on Tuesday, October 13, 2026, at the province's headquarters, approved 73 development projects with a total financial envelope exceeding 6 million dirhams, as part of the second phase of 2026. The aim is to promote the economic integration of youth, improve the living conditions of vulnerable groups, support education, and enhance the human capital of future generations.
The meeting was chaired by the Governor of Taounate province, in his capacity as head of the Provincial Human Development Committee, in the presence of heads of local committees, members of the provincial committee, and a representative of the Provincial Council. Its proceedings were dedicated to studying and approving the proposed projects within the framework of the third phase programs of the National Initiative for Human Development.
In his opening speech, the Governor recalled the strategic orientations of the National Initiative for Human Development, launched by His Majesty King Mohammed VI on September 19, 2018. He described it as a development endeavor aimed at addressing the obstacles to human development through a comprehensive approach that places the human being at the core of development policies, with special attention given to future generations and vulnerable groups, and encouraging income-generating initiatives and job creation.
Following a presentation by the Head of the Social Action Department, which included clarifications on the project selection process and discussions on their content and objectives, the committee unanimously approved 73 projects, with a contribution from the National Initiative for Human Development exceeding 5.4 million dirhams.
70 Projects to Support Youth Entrepreneurship
The program to improve income and economic integration of youth received the largest share of approved projects, with a total of 70 projects falling under the axis of supporting entrepreneurship. These projects have a total cost exceeding 4.8 million dirhams, with the National Initiative for Human Development contributing approximately 4.3 million dirhams.
These projects reflect the importance of investing in youth economic initiatives as one of the mechanisms aimed at enhancing self-employment opportunities, encouraging project holders, and contributing to stimulating the economic cycle at the local level.
In the same context, data presented during the meeting indicates that the number of projects funded under the same program during the third phase of the National Initiative for Human Development reached 524 projects, with a total cost of nearly 52.9 million dirhams. The initiative contributed over 43 million dirhams, representing a financing rate of approximately 87 percent.
Projects for Vulnerable Individuals and Support for Education
At the level of the program to support vulnerable individuals, the committee approved one project for the equipping of a digital classroom at the pedagogical center within the Taounate local prison. The total cost is 150,000 dirhams, a step aimed at enhancing educational and training capabilities for beneficiaries of the institution's services.
The approval also included two projects within the program to boost human capital for future generations. The first concerns the establishment of a student space at Ibn Sina High School in the commune of Taounate, while the second involves the construction of an external protective wall for the "Dar Attaliba" (girls' boarding house) in the commune of Bouchabel, belonging to the district of Ouled Abbou Mohamed. The total cost is estimated at around 1.1 million dirhams.
These projects fall within the framework of strengthening educational support structures and improving reception and accommodation conditions, particularly for girls benefiting from the services of "Dar Attaliba," thereby supporting equal educational opportunities and reducing obstacles to continuing studies.
Expanding Access to Educational Support to Include Residents of "Dar Attaliba"
In a related context, the committee studied and approved an amendment to the partnership agreement concluded between it and the Regional Academy of Education and Training for the Fez-Meknes region and the Zakoura Foundation for Education, concerning the provision of educational support for 2,000 male and female students.
This amendment aims to expand the circle of beneficiaries to include male and female students residing in "Dar Attaliba," in line with the directives contained in the letter from the Minister of Interior in this regard. This will enhance opportunities for educational support for groups requiring additional follow-up to continue their academic path.
Call to Expedite Implementation and Ensure Project Efficiency
At the conclusion of the meeting, the Governor of Taounate province emphasized the importance of continued collective mobilization and coordination of efforts among various stakeholders, based on the principle of synergy between programs and initiatives, to ensure the achievement of set objectives and accelerate the pace of project implementation.
He also stressed the need to adhere to the established guidelines and procedures, and to respect the specified implementation deadlines, so that these investments are tangibly reflected in the targeted groups, whether through improved economic integration opportunities for youth, enhanced education and training services, or improved living conditions for vulnerable individuals.
The outcome of the approved projects highlights the continued reliance on the National Initiative for Human Development as a mechanism for supporting local development in Taounate province. The actual impact of these investments, however, remains linked to the speed of their on-the-ground implementation, the quality of their execution, and their ability to respond to the real needs of the population.
