HIBAPRESS – Rabat

Financial credits amounting to 25 billion dirhams are expected to be allocated to accelerate the implementation of the new generation of integrated territorial development programs, within the framework of the general orientations of the Finance Law project for the year 2027, which places the reduction of territorial disparities and the strengthening of the Kingdom's strategic sovereignty among its main priorities.

According to a statement from the Royal Court, following the ministerial council chaired by King Mohammed VI on Saturday, October 17, 2026, at the Royal Palace in Rabat, these credits come as a realization of the royal directives aimed at accelerating the implementation of integrated territorial development programs.

In this context, the project includes accelerating the implementation of the advanced regionalization process, by re-engineering the powers of the regions according to a logic of clarity and efficiency, strengthening coordination and contracting mechanisms between the state and the regions, alongside the full implementation of the administrative decentralization charter.

The project's priorities are not limited to territorial development, but extend to strengthening the Kingdom's strategic sovereignty in the fields of water, energy, food, and digitization, thereby supporting the country's ability to face international transformations and ensure its security in vital sectors.

In the water sector, the project focuses on ensuring strategic water security, while the energy aspect includes accelerating the renewable energy development program, continuing the implementation of Morocco's green hydrogen offering, and the gradual progress in executing the gas infrastructure roadmap.

The project also includes measures to enhance food security and national digital sovereignty, in parallel with building a strong economy capable of financing social and sovereign ambitions, and accelerating institutional reforms and maintaining the stability of macroeconomic and financial balances.

In the economic aspect, the Finance Law project gives special importance to enhancing private investment, by consolidating the support mechanisms stipulated in the Investment Charter, and continuing the reform of regional investment centers, with a focus on supporting very small, small, and medium-sized enterprises.
