The government is betting, within the framework of the Finance Bill for 2027, on strengthening investment in the national education, higher education, and training sectors, by allocating a financial envelope of 121.3 billion dirhams, an increase of approximately 4.6 percent compared to 2026.

Regarding national education, the planned measures include the establishment of 2,000 new pre-school classes for the academic year 2027-2028, alongside the programming of 204 new educational institutions during 2027, with the aim of reducing overcrowding and improving schooling conditions.

The measures also include strengthening social support in educational institutions by generalizing school meals and school transportation, targeting 730,000 students to benefit from school transportation services by the academic year 2027-2028. These measures fall within a direction aimed at improving equal opportunities and reducing school dropout, especially in rural areas.

In terms of human resources, 15,934 financial positions have been programmed for 2027, as part of supporting human resources and strengthening the sector's capacity to respond to the needs of educational institutions.

As for higher education, scientific research, and innovation, the announced measures are moving towards the establishment of 49 new university institutions, including institutions in the fields of medicine, dentistry, and pharmacy, as well as institutions specializing in professions and sectors with development potential.

This is accompanied by a trend towards better organizing the university offering, strengthening national capacities in scientific research, and expanding access to higher education in line with the needs of the economy and the labor market.

In parallel, vocational training benefits from measures aimed at improving its attractiveness and developing its system, through the establishment of 24 new training institutions and the completion of the "Cities of Professions and Skills" programs by opening three new cities in the regions of Guelmim-Oued Noun, Fes-Meknes, and Drâa-Tafilalet.

The reforms also include revising the regulatory framework for the continuous training system, developing its governance, and entrusting operational management to specialized companies, while working to ensure the sustainability of the financial resources allocated to this field.
