Ahmed Mesbah – Heba Press
The territorial collectivity of Bekhati, falling within the district of Abda, under the influence of the wilaya of Safi, announced by collective decree listed under number: 41, dated: August 1, 2024, and based on the decrees nobles and the reference ministerial decrees. and decisions, the organization of a competition for the employment of four (4) third-class technicians (Scale 9) and, consequently, the creation of 4 new financial positions.
Candidates meeting the necessary conditions have submitted application files to pass the competition, which has set October 11, 2024 as the deadline for sending them by registered mail or submitting them directly, against receipt, to the police station of the judicial order of the ‘State. Labkhati community.
According to the collective decision of reference, the candidates will initially take the written test on November 9, 2024, at the headquarters of the territorial community of Bekhati, and in other institutions, if necessary, according to the included schedule. by the community, and the required specializations, specified in passing in: civil engineering, major works, public works, IT, information systems, information network, information maintenance and networks.
Moreover, the collective decision does not specify the date of the announcement of the results of the written test, similar to the date of the oral test, on which qualified candidates, who will obtain a mark of at least 12 out of 20 will pass. Not to mention that the date of proclamation of the final results of the recruitment competition has not been set, after successful completion of the written and oral tests. These results will be in order, on merit, within the limit of the four contested positions.
Furthermore, the four technicians, new arrivals, will, after their selection and final acceptance of their application files, strengthen the ranks of employees of the territorial community of Bekhati, whose number will rise to 37 collective employees, including the together, moreover, they receive their monthly salary from the payroll, which comes directly from the collective budget. However, only 17 collective employees, out of the collective employees, who currently number 33, are active. service at the group’s headquarters and interests at the Labakhati Center. While the rest of the employees, who in turn receive their salary from the collective budget, and who number 12 collective employees, have been in a position “within reach” for many years with other services and establishments public, with administrations and financial independence, as follows: Three (3) employees at the Regional Council of Safi, one (1) employee at the Regional Directorate of the Ministry of Youth and Sports of Safi, two (2) employees at the Central School “Labhati”, affiliated to the Regional Directorate of the Ministry of National Education of Safi, and four (4) in the District of Abda, Djouma Sahim, And Muzaffan (2) in the local territorial community of Bukhati (command).
Thus, 17 collective employees, out of 33 collective employees, in addition to 4 occasional agents, are those who are in active service with the services of the territorial community of Bekhati, which is also built on an area of between 180 and 200 square meters, and includes 4 offices and a meeting room; They are distributed as follows: the director of collective interests (formerly general secretary), two managers, responsible for income and expenses, two technicians, 5 or 6, at civil status, and the rest is responsible for writing and reporting. writing.
As a reminder, collective employees of the Labkhati group, classified outside scale, and scale 6, receive between 75 and 80 percent of the collective budget (salaries); While between 20 and 25 percent are devoted to compulsory expenses, transport, gasoline, telephone, compensation, as well as contributions for the consumption of electricity and public lighting, for which the group owes the National Electricity Office (ONE) 800,000 dirhams. (eight hundred thousand dirhams). Which eats into the budget of the community of Labkhati, which is already considered one of the poorest rural communities in the region and in Morocco, and which counts on the “limited” share of support of 4 million dirhams (4 million dirhams), allocated by the Ministry of the Interior; In addition to some “modest” income, drawn from the weekly village market “Hadd Labkhati” and the commercial area of Labkhati center, which has a meager rental price (..).
The group also employs 4 casual agents (4 vacant positions), responsible for cleaning and security, who are expected to receive what is called “SMIG”, which is set, for the public sector and groups, at 3,500 dirhams per month. that the group must also transfer to its accounts, the bank account that they are required to provide when they join, within the framework of the contract concluded, to work for the collective interest; Their temporary employment must also be limited to the limited duration of 3 months, which has been stipulated and specified in the reference periodical of the Minister of the Interior. This is what the authorities concerned and competent for workers in the Province of Safi must ensure its implementation and activation, according to the procedures, registers and reference reports, with a view to ensuring the benefit of the employment and temporary work, in this respect, and to disseminate it, within the framework of equal opportunities, to the populations of the territorial collectivity of Labkhati.
These four casual employees, who are added to the 33 collective employees, not counting the four technicians, the new arrivals, who will enter, after having passed the recruitment competition, on: October 9, 2024… exhaust and eat away at the collective budget, as much as 12 of them, that is to say the employees of the collective, have been present for many years, it is in a position “within reach” with the other public institutions. Because these employees are officially affiliated with the local authority of Bekhati, and work for other administrative services, they receive their salaries and compensation from the collective salary pool, to which they do not provide any service or interest. We are at a time when they are working and providing services for the benefit of public institutions and facilities enjoying administrative and financial independence and which should have employed employees at the expense of their own budget.
Thus, that the Labakhati community places 12 collective employees “at the disposal” of administrative institutions which are not affiliated with it, this has an understanding and a meaning, which is that this territorial community has a “surplus” of collective employees , and that it is not a poor community, and it is not. It is one of the groups that suffers from a financial deficit… If this is the case, what is the realistic reason? And why this group? are you considering organizing a competition to hire 4 additional employees, knowing that “recruitment” and what that means in terms of “creating new financial situations” only occurs in the event of “shortage” and “need extreme “.
