Disabled: Program for monitoring benefits from the Support Fund for Social Protection and Social Cohesion

Pursuant to the provisions of article 18 of the Finance Law of 2012, article 25 of the Finance Law 2013 and article 13 bis of the Finance Law 2014, the Cohesion Support Fund was set up in 2012. Under article 15 of the Finance Law of 2021, this fund is now called the “Support Fund for Social Protection and Social Cohesion” (FAPSCS ).
As part of this fund, four types of services are provided for the benefit of people with disabilities, the implementation of which has been entrusted to Entraide Nationale, under the terms of the tripartite agreement, signed on March 30, 2015, between the latter, the Ministry of Solidarity, Social Development, Equality and the Family, and the Ministry of Economy, Finance and Administration Reform.
Between 2015 and 2020, an amount exceeding 920 million Dirhams was mobilized as part of the FAPSCS for the benefit of people with disabilities, the results of which are as follows:
Regarding the acquisition of technical aids and special equipment:
The amount reserved for this axis, between 2015 and 2020 amounts to 60.4 million Dirhams, which enabled the acquisition of more than 44,000 units of technical aids and special equipment.
The budget allocated annually to this axis was of the order of 06 million Dirhams between 2015 and 2017. It increased to more than 16 million Dirhams in 2019 and 2020.
Distribution of beneficiaries of technical aids and special equipment
With regard to improving schooling conditions for children with disabilities:
The number of children who benefited from this service between 2015 and 2021 reached 61,147, 37% of whom are girls, for a budget of around 680 million Dh. It should be noted that the average cost of care per person increased from 846 MAD monthly in 2015 to 1148 MAD monthly in 2021. The annual amount reserved for these services increased between 2015 and 2019 from 45 MDH to more than 166 MDH . This amount reached 168 million Dh in 2020 for a number of beneficiaries of 16,923 children.
In general, the basket of services, the subject of the support, includes: specialized education, paramedical services (speech therapy, physiotherapy, psychomotor skills, occupational therapy), psychological support and accompaniment, vocational training, school transport for the associations which provide it, and catering for abandoned children with disabilities who are taken care of in Social Protection Establishments.
Evolution of the number of beneficiaries between 2015 and 2020
Promoting professional integration and income-generating activities:
Between 2015 and 2020, the fund supported 1,809 IGAs, for a budget of 75 million Dh. The percentage of women beneficiaries of these projects is around 31%, and the rate of beneficiaries with a mental disability is 13%.
