Countries negotiating a legally binding international instrument on plastic pollution, including in the marine environment, have just adjourned their 5th session meeting in Busan, South Korea, without reaching an agreement.

In the absence of consensus, the discussions, which began two years ago, will continue in 2025 based on a text which will serve as a starting point, said the United Nations Environment Program (UNEP) in a press release published Sunday evening.

More than 3,300 delegates, including members representing more than 170 countries and observers from more than 440 organizations, have gathered in Busan since November 25 for the 5th session of the Intergovernmental Negotiating Committee (INC-5).

During the week, members negotiated two documents from the INC president, Ambassador Luis Vayas Valdivieso, before agreeing on the closing day to transmit the president’s text when the session resumes.

“The world’s commitment to ending plastic pollution is clear and undeniable. In Busan, discussions brought us closer to agreement on a legally binding international treaty that will protect our health, our environment and our future from the onslaught of plastic pollution,” said UNEP Executive Director Inger Andersen.

She noted that the Busan meeting “made significant progress towards obtaining the agreement that the world demands. Through the discussions, negotiators achieved a greater degree of convergence on the structure and elements of the treaty text, as well as a better understanding of country positions and common challenges.”

The UN official, however, recognized “persistent divergences in critical areas and that more time is needed to address them.”

According to her, in Busan, “the world promised to tackle plastic pollution. Today, in the next round of negotiations, the world will have the opportunity to finally deliver on this commitment. An opportunity we cannot afford to miss.”

In March 2022, during the resumed fifth session of the United Nations Environment Assembly (UNEA-5.2), a historic resolution was adopted to develop a legally binding international instrument on plastic pollution, including in the marine environment. The instrument, according to the resolution, must be based on a holistic approach that addresses the full life cycle of plastic, including its production, design and disposal.

CIN-5 follows four previous rounds of negotiations: CIN-1, which took place in Punta del Este, in November 2022, CIN-2, which was held in Paris in June 2023, CIN- 3, which took place in Nairobi in November 2023, and INC-4, which met in Ottawa in April 2024.
