HIBAPRESS – By: A. Mhayawi
The political bureau of the Popular Movement party held an emergency meeting on Thursday, October 2, 2025, chaired by the party's Secretary-General, Mr. Mohamed Ouzzine. The meeting was dedicated to discussing the developments taking place on the national scene in light of the youth and social movement witnessed in a number of the Kingdom's provinces, demanding social and human rights reforms.
After a deep and extensive discussion, the political bureau affirmed the following:
First:
The Popular Movement party records its positive interaction with the peaceful youth movement and its legitimate demands and emphasizes its rejection of any acts of sabotage or chaos that affect public and private property, considering that these behaviors are detrimental to the civilized character of the protest expression that distinguishes Moroccan youth.
In this context, the party affirms that addressing the state of social tension requires practical solutions and concrete measures from the government, away from the policy of procrastination and delay that only exacerbates the situation.
Second:
The Popular Movement party holds the government, with its three parties, politically responsible for the exacerbation of social tension, as a result of unachievable electoral promises, political choices lacking efficiency and spatial and social justice, as well as weak communication and the absence of initiative, which led to the marginalization of the roles of institutional mediation and the creation of a fertile environment for the expansion of unstructured protests.
Third:
From its position as a constructive national opposition force, the Popular Movement party offers a set of alternatives and practical measures to address the social crisis, most notably:
Adopting new governance that focuses on protecting the purchasing power of citizens by capping prices and supporting families affected by high prices.
Reorienting the reform of the education and health systems towards their original strategic compass and activating the social protection workshop with a fair and just vision.
Developing a national plan for sustainable employment based on realistic regional programs instead of patchwork and electioneering solutions.
Disclosing the details and effects of the so-called "innovative financing" in the health and higher education sectors and ensuring transparency in their management.
Developing integrated regional plans for the development of the rural world and mountainous areas by unifying the funds directed to this area.
Adopting a courageous administrative reform that ends the partisanization of the administration and consolidates competence and fairness in senior appointments.
Fourth:
In the context of its responsible interaction with the youth movement, the Popular Movement party calls for:
The formation of a parliamentary committee to investigate the motives and repercussions of the social movement and to evaluate public policies in the health, education, employment, and housing sectors.
Opening the public media to various youth and community expressions to enhance national dialogue.
Organizing a national symposium on the reality and prospects of the health system.
Demanding that the government provide clear financial answers in the 2026 finance law regarding the social demands raised.
Accelerating the establishment of the Supreme Council for Youth and Voluntary Work after a delay of nearly ten years.
Inviting the head of government to appear before Parliament to present a statement on social policy.
Holding a joint meeting between the secretaries-general of the opposition parties in order to coordinate positions and present collective alternatives to the current situation.
Fifth:
The Popular Movement party urges all its regional, provincial, and local structures, parallel organizations, and professional associations to continue communication and openness to various youth and social expressions, in line with the movement's philosophy based on social peace and reform within the framework of institutions, consolidating an authentic national approach that distinguishes Morocco as a state of institutions and citizenship.
