HIBAPRESS – by A. Mahyawi
The meeting of the Board of Directors of the Regional Investment Center for the Fes-Meknes region was held today, Tuesday, October 14, 2025, chaired by Mr. Karim Zeidan, the Minister Delegate to the Head of Government in charge of Investment, Convergence and Evaluation of Public Policies, representing the Head of Government, in accordance with the provisions of Article 13 of Law 22.24 amending and supplementing Law 47.18 relating to the reform of regional investment centers and the establishment of unified regional investment committees.
In his opening speech, the Minister affirmed that this meeting constitutes an important step in evaluating the center's performance and studying ways to develop the regional investment system, in complete harmony with the royal directives calling for making investment a fundamental lever for development and job creation. He also stressed that Law 22.24 enhances the new role of regional centers as a major actor in implementing the advanced regionalization workshop and managing investment at the territorial level. The meeting was devoted to studying and approving the center's work program and the budget for the year 2026, in addition to the composite lists for the period 2026-2028, which revolve around foresight, planning, and building a competitive and integrated territorial offer that is consistent with national strategies and the specifics of the region. The Minister highlighted that the priorities of the next stage focus on: simplifying and digitizing procedures, improving the business climate, developing the territorial offer and economic promotion, and supporting very small, small and medium-sized enterprises as a major engine of regional development. The Minister also praised the outstanding efforts made by the work team of the Fes-Meknes Regional Investment Center, under the supervision of Mr. Mohamed Sabri, the Director General of the Center, who has been able to make the Center a national model in enhancing the attractiveness of investment and stimulating economic dynamism at the regional level. The Fes-Meknes region witnessed, during the year 2025, a rising investment dynamism, which was reflected in the launch of major structural projects, most notably: expanding the industrial infrastructure by establishing six new industrial zones in various provinces of the region, expanding the agricultural pole in Meknes (Agropolis), and establishing the industrial acceleration zone in Ain Chekchak. These projects are accompanied by intensive efforts to rehabilitate, market, and valorize existing industrial zones, with a noticeable improvement in the efficiency of administrative procedures, as the average deadlines for studying investment files have been reduced to only 7.8 days by the Unified Regional Investment Committee. Territorial marketing mechanisms have also been strengthened through targeted communication and attraction programs, including special initiatives for Moroccans residing abroad, including organizing a regional week dedicated to them and launching permanent field support services, consolidating their role in supporting regional development. New regional support and financing mechanisms have been programmed to enhance the attractiveness of the territorial offer and the sustainability of jobs. According to the latest data until September 2025, the volume of private investments for approved projects reached 16.7 billion dirhams, with the creation of 16,453 expected jobs, i.e. a growth of 91% compared to 2024, reflecting the increasing confidence of investors in the Fes-Meknes region and its accelerating economic dynamism.
