HIBAPRESS – Rabat
HIBAPRESS has learned from informed sources that the Ministry of Health and Social Protection has issued new directives regarding the activation of transfer decisions for health professionals, which will come into effect starting Monday, November 10, 2025. These sources explained that the goal of the new measures is to enhance transparency and effectiveness in processing transfer requests.
According to the same sources, the Ministry's Human Resources Department will no longer handle requests directly at the central level. Instead, each request must be evaluated by the direct supervisors, with clear justifications provided and directed to the relevant regional directorate. The sources confirmed that any refusal to activate a transfer must be reasoned and justified in writing, clarifying that changing the place of assignment of the replaced professional is not considered sufficient justification at the local or regional level, while any modification at the central level requires prior approval. The sources indicated that decentralized departments are required to submit a monthly report on these operations to the Human Resources Department, and that for specialist doctors, no transfer decision can be activated without prior approval from the central directorate in coordination with the regional directorates. The Ministry also called on the regional directorates – according to the same sources – to disseminate this decision to the delegations and hospitals to ensure a unified and effective implementation of these new measures.
