Jalal Benhayoun, the governor of Nouaceur province, confirmed that supporting small and medium-sized enterprises is a fundamental pillar for promoting productive investment and strengthening economic and social development at the local level. This was during the communication meeting organized this morning, December 23, 2025, at the headquarters of Nouaceur province, in partnership with the Regional Investment Council, to introduce the special support system for very small, small, and medium-sized enterprises.
The governor of the province explained in his speech on the occasion that this meeting falls within the framework of activating the high royal directives aimed at making productive investment a main lever to achieve economic takeoff and enhance spatial justice, recalling what was stated in the royal speech on the occasion of the opening of the second legislative year of the eleventh term on October 14, 2022, in which His Majesty King Mohammed VI, may God protect him, stressed the importance of productive investment in revitalizing the national economy, creating job opportunities for young people, and providing financing resources for various social and development programs.
The governor of Nouaceur province pointed out that the new investment charter, framed by the framework law No. 03.22, came with important incentives to encourage private investment, with the aim of achieving two-thirds of the total investment by 2035, by establishing support systems directed at major and strategic projects, as well as encouraging national companies to expand and be present internationally.
In this context, he highlighted that the launch of the special support system for very small, small, and medium-sized enterprises constitutes a qualitative step that aims to achieve a tangible impact on the level of valorizing the qualifications and investment opportunities that the territorial areas possess, and consolidating the position of these companies as a basic component of the national economic fabric and a major driver for creating job opportunities and enhancing local economic dynamics.
The governor also confirmed that Nouaceur province has become a promising and attractive area for investment, thanks to its economic and natural qualifications and high-level infrastructure, making it a suitable environment to accommodate various types of investments, whether large, medium, or small, stressing the pivotal role played by decentralized services, foremost among them the services of the prefecture, in simplifying procedures and supporting investors and providing the necessary support to encourage investment initiatives in the province.
In conclusion of his speech, the governor of Nouaceur province called on all stakeholders, including local authorities, elected officials, administrative services, economic actors, and contractors, to actively engage in supporting investment and contributing to the development of the province, in line with the high royal directives that consider investment a shared matter between the public and private sectors.
For his part, the Director General of the Regional Investment Center of the Casablanca-Settat region gave a speech on the subject in which he highlighted the general context of the program and the conditions for benefiting from it. After that, a detailed presentation on the subject was given by the Secretary-General of the Center. After that, the door was opened for interventions by contractors and cooperative owners present in order to ask their questions about the new support system directed primarily to very small, small, and medium-sized enterprises, which the Director General of the Center answered with all welcome and transparency, which was appreciated by the attendees, thanking the officials of the Nouaceur prefecture for providing such opportunities for communication and raising all the issues that hinder investment in the province.
For the record, this communication meeting was attended by the Secretary-General of the Nouaceur prefecture, the Head of the Internal Affairs Department of the prefecture, the President of the Nouaceur Provincial Council, the heads of the affiliated territorial communities, and several economic and investment figures, in addition to a significant number of small and medium-sized enterprises, in a move that aims to keep pace with the economic dynamics that the province is experiencing and to encourage the establishment of small and medium-sized enterprises.
