The process of activating the "Urban Planning Police" mechanism, established by a strategic partnership agreement dated December 17, 2025, continues. This mechanism serves as an institutional framework aimed at increasing the efficiency of monitoring construction sites and immediately addressing various forms of violations. This is within the framework of keeping pace with the rapid urban dynamism witnessed by the prefecture of Marrakech and in an effort to preserve the aesthetics of the urban landscape.
This mechanism is based on a participatory approach that brings together various stakeholders in the field of urban planning, through tight coordination between the prefecture of Marrakech, the Council of the prefecture of Marrakech, the municipality of Marrakech, the municipality of Mechouar Kasbah, in addition to the Regional Inspectorate of Urban Planning and National Territory Planning, and the Urban Agency of Marrakech, to ensure the unification of efforts and the achievement of convergence in managing urban affairs. The system relies on the principle of instant vigilance through regular field visits to construction sites, after which violations are monitored, the necessary reports are prepared, and they are referred to the competent authorities. Upon registering any violation, it is immediately addressed by following the applicable legal procedures and taking the necessary deterrent measures, including the demolition of everything proven to be in violation of urban planning regulations, to prevent the exacerbation of violations. This strict approach has contributed to creating a clear deterrent effect, manifested in a tangible decrease in the rate of violations, and the consolidation of a growing awareness among real estate developers and citizens of the need to adhere to the legal requirements in force. As part of consolidating the policy of proximity, a special office for the Urban Planning Police cell has been established to receive complaints and grievances from citizens, which are dealt with seriously and immediately by referring them to the competent field committees for verification and taking the necessary measures.
