HIBAPRESS – MAP
The Moroccan Observatory of Public Procurement has issued the annual report of its activities for the year 2025, which it approved during its third meeting.
The Observatory explained in a statement that this report "reviews the most prominent events of the past year, highlighting the most important achievements and structural projects that have been launched in order to strengthen the Observatory's work and upgrade its missions."
The report also presents the outcome of the activities carried out in 2025, which is a "foundational year" distinguished, in particular, by strengthening the governance framework of the Observatory, through the development of its strategic vision and the adoption of an internal system and an ethical charter that frames the functioning of its bodies.
This also concerns the establishment of the Public Procurement Database (BDMP), which forms the basic pillar of the Observatory's information system, and aims to collect public procurement data and ensure its reliability, and to enhance strategic leadership by producing aggregated statistics and performance indicators for the benefit of public decision-makers.
Two objective studies were also carried out, the first related to the study of the ecological public procurement market, with the aim of identifying the mechanisms to strengthen sustainable public procurement practices in Morocco, and the second concerns a feasibility study for the integration of "Open Contracting Data Standards" (OCDS), which aims to analyze the opportunities and constraints associated with the implementation of these standards in Morocco.
In addition to this, the communication and information were strengthened through the adoption of a visual identity and the establishment of the Observatory's website; as well as strengthening institutional partnerships at the national and international levels through the organization and participation in conferences, seminars and study visits aimed at exchanging experiences in the field of public procurement.
Furthermore, the Observatory continued awareness and exchange activities aimed at accompanying the integration of environmental considerations in public procurement and encouraging the use of "data science" techniques to improve data exploitation and analysis.
Through this report, the Observatory affirms its ambition to establish its position as a reference and knowledge hub in the field of public procurement, in order to make informed public decisions.
