In the framework of strengthening institutional cooperation and engaging in the implementation of the major reform projects witnessed by the Kingdom of Morocco, a partnership and cooperation agreement was signed on Tuesday, October 20, 2026, at the headquarters of the Regional Investment Center of Marrakesh-Safi, between the Regional Investment Center of Marrakesh-Safi and the local prison institution of Oudaia, affiliated with the General Delegation for Prison Administration and Reintegration.
This agreement falls within the context of activating the provisions of Law No. 43.22 concerning alternative penalties, in line with national orientations aimed at strengthening restorative justice, preserving human dignity, and facilitating the social and professional reintegration of convicts.
An institutional partnership that combines the reform dimension and social responsibility. This partnership aims to establish a framework for cooperation and coordination between the two institutions to contribute to the implementation of alternative penalties, especially community service, by mobilizing available resources and identifying eligible activities and services to receive convicts, in accordance with applicable legal and regulatory controls.
The agreement also aims to enhance opportunities for rehabilitation and social and professional reintegration by providing a suitable environment for acquiring skills and instilling values of discipline, responsibility, and work, which contributes to supporting the integration of convicts within society.
Joint commitment for effective and efficient implementation
The agreement stipulates the establishment of mechanisms for coordination, follow-up, and evaluation between the two parties, ensuring the proper implementation of mutual commitments, respect for the rights and dignity of convicts, while taking into account the legal and regulatory requirements associated with the implementation of alternative penalties.
In this regard, the Regional Investment Center of Marrakesh-Safi, in coordination with the local prison institution of Oudaia, will work to identify appropriate resources and activities to contribute to this project, while ensuring the necessary support and follow-up in accordance with the competencies assigned to each party.
Institutional openness enhances the social dimension of the Regional Investment Center
This initiative embodies the engagement of the Regional Investment Center of Marrakesh-Safi in an institutional dynamic that goes beyond its tasks related to supporting investment and economic development, to include contributing to initiatives with a social and humanitarian dimension, and instilling values of citizenship, solidarity, and social responsibility.
It also reflects the importance of integration between public institutions in keeping pace with national reforms and strengthening approaches that combine institutional efficiency with rehabilitation and reintegration.
Through this partnership, both parties affirm their commitment to contributing to the success of the alternative penalties project, as a lever for rehabilitation and reintegration, and an embodiment of the values of institutional cooperation and service to the public interest.
