The Board of Directors of the National Social Security Fund (CNSS) held its ordinary session on Thursday, September 3, 2026, chaired by Ms. Nadia Fettah, Minister of Economy and Finance. The board members discussed and approved the various points on the agenda.

The Board notably approved the General Manager's management report and the CNSS's financial statements. It also approved the action plan and budget for 2026, alongside approving the expenditure ceiling for social security system management, and reviewed the State Controller's annual report.

In line with the new missions assigned to the Fund, the Board also discussed and approved several strategic decisions, including strengthening information system security, establishing a subsidiary company to accelerate the digital transformation process, and creating a subsidiary company to manage the clinics affiliated with the CNSS.

Increase in Employees, Contributions, and Compensation

Regarding the Fund's activity, indicators recorded during 2025 showed positive momentum. The number of declared employees reached 4.24 million, an increase of 4% compared to 2024.

The declared payroll also increased from 222.51 billion dirhams in 2024 to 244.84 billion dirhams in 2025, registering a growth of 10%. Due contributions amounted to 36.46 billion dirhams, an increase of 9%, while disbursed compensation rose from 29.7 billion dirhams to 31.5 billion dirhams during the same period.

These results, according to the data presented during the meeting, reflect the efforts made in collection and combating social fraud. The Fund conducted 10,411 inspection and control missions in 2025, an increase of 22% compared to 2024.

These operations enabled the regularization of the status of 151,682 employees, an increase of 24%, as well as the regularization of a payroll amounting to 6.6 billion dirhams, an increase of 63% compared to 2024.

In the same context, amounts collected through collection operations reached 5.25 billion dirhams in 2025, compared to 4.79 billion dirhams in 2024, marking an increase of 10%.

Over 25 Million Beneficiaries of Compulsory Health Insurance

Regarding basic compulsory health insurance, the number of insured individuals reached 25.08 million beneficiaries in 2025, an increase of 3% compared to 2024. Disbursed compensation for various compulsory health insurance schemes amounted to 22.65 billion dirhams, an increase of 17%.

The basic compulsory health insurance scheme for employees recorded over 4 million main insured individuals in 2025, an increase of 5%. Disbursed compensation reached 9.22 billion dirhams, an increase of 12%.

As for the self-employed workers scheme, the number of main insured individuals reached 1.69 million people, an increase of 4% compared to 2024. Disbursed compensation reached 2.28 billion dirhams, an increase of 24%.

However, this scheme continues to face a structural deficit, as the value of disbursed compensation exceeds the total contributions collected. The ratio of compensation to contributions reached 157% in 2025, an increase of 25 points compared to 2024. In response to this situation, the Fund and relevant sectors continue their efforts to enhance enrollment in the scheme and improve contribution collection.

Growth of "Amo Tadamoun" and "Amo Al Chamel" Schemes

Regarding other basic compulsory health insurance schemes, the "Amo Tadamoun" scheme covered 3.95 million people in 2025, with total disbursed compensation of 8.49 billion dirhams, an increase of 13% compared to 2024.

The "Amo Al Chamel" scheme recorded 265,551 main insured individuals, a remarkable increase of 70% compared to 2024. Disbursed compensation for this scheme amounted to 1.36 billion dirhams.

These indicators highlight, on one hand, the development of the CNSS's activity in managing social protection schemes and collection. On the other hand, they underscore the scale of strategic projects the Fund intends to pursue to keep pace with the expansion of its missions, particularly in the areas of digital transformation, information system security, and the management of its affiliated healthcare facilities.
