HIBAPRESS – Rabat
The Authenticity and Modernity Party (PAM) has unveiled a set of proposals within its program, aimed at enhancing equality in access to digital services, reducing the spatial and digital divide, and accelerating the official recognition of the Amazigh language.
On the digital front, the party believes that the success of the digital strategy remains threatened by the spatial divide, which hinders the availability of fiber optics and fifth-generation networks across various regions of the Kingdom, in addition to the disparity in citizens' digital capabilities and the emigration of skilled talent.
In this context, the party proposes achieving "Connectivity for All," by equipping 80 percent of homes with fiber optics, providing satellite connectivity for isolated areas, and generalizing fourth-generation network coverage to all regions.
The program also includes the establishment of 1500 civic digital spaces in various municipalities, with the aim of enabling citizens to benefit from digital services and complete administrative procedures with direct and close support.
The party also proposes launching a program named "IA MAROC," which aims to employ artificial intelligence in the service of the social state, through areas including early detection of children at risk of dropping out of school, developing telemedicine services, and multi-dimensional assessment of household incomes.
In the context of what the party calls "Digital Sovereignty," the program calls for storing Moroccans' data within a sovereign national cloud computing infrastructure, thereby enhancing national control over digital data.
Regarding the Amazigh language, the Authenticity and Modernity Party affirms that the Amazigh language and culture constitute an authentic component of Moroccan identity, considering that cementing its official status represents one of the foundations of true citizenship.
The party proposes establishing a special fund to support the use of the Amazigh language with a financial envelope estimated at two billion dirhams, allocating the support to digital transition and enhancing the use of the Amazigh language.
It also calls for the implementation of Article 34 of Organic Law No. 26-16, related to the establishment of a permanent ministerial committee under the Prime Minister, responsible for monitoring and evaluating the process of officializing the Amazigh language.
The party pointed out that this committee has not held a meeting since April 2021, calling for its reactivation to ensure regular institutional follow-up of the Amazigh officialization process.
