Have field monitoring operations been carried out to verify the extent of compliance with legal provisions related to water resources and well drilling?
Residents and followers of local affairs also raise questions about the extent of the relevant departments' knowledge of this situation, and whether the Azrou district has received notifications or reports regarding the existence of wells suspected of not having the required permits, and what measures have been taken, if any.
On the other hand, the responsibility of the communal council remains within its purview, alongside the responsibilities of other involved departments and institutions, each according to their legal powers, making the resolution of these issues dependent on effective coordination among the various stakeholders.
Raising these questions is not aimed at any specific party, but rather aims to open a public debate about the reality of the Sidi Adi commune, the extent to which residents benefit from development projects and programs, and the ability of local institutions to keep pace with the growing needs of the population.
The residents want clear answers about the performance of the communal term: What has been achieved? What projects have been completed? What projects are stalled? And what are the priorities that will be worked on in the next phase?
As for the villages that still face difficulties in accessing some basic services, they are awaiting practical solutions that go beyond promises and statements, especially since improving roads and paths and securing water and electricity is a fundamental gateway to achieving spatial justice and reducing isolation.
The issue of wells also needs official clarification from the competent authorities, whether it concerns their number, their legal status, the entities that licensed them, or the measures taken regarding wells that may be unlicensed, in order to preserve water resources and respect current laws.
While awaiting clarifications from the communal council, local authorities, and relevant departments, the most prominent question remains before everyone: Can Sidi Adi in the next phase transition from a phase of constraints and setbacks to a new phase characterized by breaking isolation, improving infrastructure, and ensuring basic services for the residents?
