The municipal council of Ain Cheggag in the province of Moulay Yacoub was scheduled to hold its ordinary session for October 2026, according to an official agenda that included a set of points related to local development, cultural partnerships, and waste management, in addition to discussing written questions addressed to the council president.
According to the circulated document, the session's work was scheduled over three meetings: the first on Tuesday, October 6th, the second on Friday, October 16th, and the third on Monday, October 19th, to be held in the meeting hall at the municipality's headquarters.
The agenda includes, among its points, the study and vote on an annex to a framework agreement for the construction and equipping of the Ras El Maa cultural center, and the inclusion of a program between the Ministry of Youth, Culture, and Communication and the Department of Culture and the Fez-Meknes region, as well as the study and vote on a special agreement for the implementation of a project related to the construction works of a canal in Wadi Fez and the development of its banks. This is in addition to points concerning the sanitation sector and the terms of reference for managing the household and similar waste collection service, the study and vote on an amendment to a fiscal decision, and the draft budget for the fiscal year 2027.
However, this scheduling, according to locally circulated information, encountered the failure to achieve the legal quorum, which prevented the session from convening on its scheduled date, at a time when, according to the same sources, indicators of tension within the municipal council are escalating.
Information from within the municipality speaks of a growing crisis of confidence between the council president and a number of members, reaching a level where the president, according to local sources, faces difficulty in managing the council's work and securing sufficient attendance for its sessions.
This situation raises more than a few questions about the future management of the Ain Cheggag municipality, especially since the agenda includes files directly related to the daily services of the residents, foremost among them sanitation, in addition to projects and agreements that are supposed to be debated and approved within the elected institution.
The incident of the lack of quorum also reopens the debate on the current council's ability to overcome the internal tensions and ensure the continuity of institutional work away from political and personal calculations and disagreements.
The question remains: is this a temporary setback in holding the October session, or does the lack of quorum reflect a deeper crisis within the Ain Cheggag municipal council, making the council president unable to provide the minimum necessary consensus for the continuation of the elected institution's work?
Pending the convening of the session in accordance with applicable legal provisions, attention is drawn to the position of the competent authorities and the rest of the council's components, especially regarding the future of several files on the agenda, and the possibility of reorganizing the municipality's internal affairs to ensure the continuity of public services and serve the interests of the residents.
