HIBAPRESS – Rabat
Former Minister of Justice, Mustapha Ramid, called for the creation of a government position responsible for human rights, considering that the presence of a specialized member within the government would strengthen the presence of human rights and freedoms issues in government discussions and achieve a balance between protecting public order and safeguarding human rights.
Ramid clarified, in a post he published, that Morocco is still classified among "hybrid" countries in terms of democracy, calling for intensified official and civil efforts to strengthen the democratic path and promote human rights.
The former government official criticized what he described as the decline in the role of the National Human Rights Council in recent years, considering that the absence of a minister specialized in human rights makes these issues less present in the deliberations of the Council of Government, despite Article 92 of the Constitution stipulating deliberation on current issues and texts related to human rights and public order.
Ramid added that the experience of the previous government, which dispensed with a minister delegate for human rights, weakened the presence of this file, recalling the experience of the government headed by Saad Eddine El Othmani, when the minister in charge of the sector contributed to including democracy and human rights within the axes of the government's statement.
He stressed that the specialized minister, despite the limitations of his executive powers, can influence government policies thanks to his moral authority and his ability to raise human rights issues and defend them within the Council of Government.
