HIBAPRESS – Rabat
The draft Finance Bill for 2027 places the integration of youth into education, training, and decent employment among its core priorities, by moving towards establishing an integrated national policy that transcends the multiplicity of sectoral programs and aims to support youth at various stages of their academic, professional, and social paths.
A statement from the Royal Court, following the ministerial council chaired by King Mohammed VI on Saturday, October 17, 2026, at the Royal Palace in Rabat, indicated that the government will launch an integrated national youth program for the period between 2027 and 2031. This program focuses on guiding youth towards a set of initiatives related to training and professional support, alongside facilitating access to financing, guarantees, and markets, thereby enhancing their opportunities for economic integration and project initiation.
The statement emphasized that youth concerns are of particular importance within the upcoming Finance Bill, as they are among the most prominent and urgent issues of the current phase. This necessitates a shift from fragmented sectoral programs, which have proven their limitations, to an integrated national policy that will follow the trajectory of youth from education and training to employment and housing. This approach aims to provide economic and social stability for youth through a methodology that links academic and professional qualifications with employment opportunities and works to improve access to financing and markets.
