The budget allocated to the health sector is expected to reach 45.4 billion dirhams for the year 2027, an increase of 7 percent compared to 2026, with the creation of 8,000 new jobs.

According to the data in the presentation regarding the priorities of the draft finance law for 2027, these appropriations are part of a trend aimed at rehabilitating the national health system and improving the quality of healthcare services, by continuing to reform health structures, strengthen human resources, and accelerate the sector's digitization.

Regarding the rehabilitation of health offerings, the program includes continuing the second phase of rehabilitating primary healthcare institutions, which includes about 1,600 health centers, in addition to launching the construction of a new university hospital center in Casablanca, and continuing the construction and equipping of the three university hospital centers in Marrakech, Laayoune, Guelmim, and Errachidia.

The program also includes continuing the construction of 32 regional and provincial hospital centers, as well as rehabilitating and renovating 90 hospitals in various regions of the Kingdom, with the aim of improving health infrastructure and increasing the capacity of hospital institutions to respond to citizens' needs.

At the level of reforming the health system, the planned measures are aimed at completing institutional reform by generalizing territorial health groups to all regions of the Kingdom, and accelerating the implementation of the treatment pathway starting from the family doctor, which strengthens the organization of patient pathways and improves coordination between different levels of care.

The program also includes accelerating the deployment of an integrated national health information system, by activating the National Agency for Digitalization in the Health System, in addition to reforming reception and emergency services, and implementing the strategic plan for mental health by 2030.

In the context of strengthening human resources, the implementation of the executive texts of the law related to health professions is expected, as well as the activation of the legal openness established by Law No. 33.21, which allows for the utilization of services of foreign doctors in accordance with the applicable legal framework.
