The electronic newspaper “Heba Press” received a statement from the Moroccan Association for Human Rights branch in Nador, addressing questions about the silence of local authorities regarding illegal construction operations on Arkaman beach. The statement said the branch inspected the construction of a restaurant on the sand of the beach, near an area reserved for traditional fishermen.
The press release specifies that the project concerns the temporary occupation of the maritime public domain over an area estimated at 3,500 square meters, and was approved by the regional investment committee during a meeting at the Oujda Regional Investment Center . Depending on the designs and approval of the project, the investor must use non-rigid materials in the construction processes, such as wood, aluminum and glass, as is the case in temporary occupation projects of the maritime public domain.
However, during the inspection of the construction works, the branch found the use of solid materials such as bricks and reinforced cement, which explicitly contravenes the officially approved decision on the temporary occupation and development project of the “Marcheka” agency, in addition to the construction and environmental standards followed in the management of coastal zones. The press release confirms that the Arkman group has not issued any building permits for the project.
The branch of the association denounced the silence of the authorities concerned in the face of these serious violations, which constitute an attack on a fragile environmental space which must remain open to the public, while these authorities intervene to demolish houses and displace poor families seeking to obtain housing. for their children. The association called on the regional authorities, each according to their competence, to intervene immediately to stop the ongoing construction work without a permit, demolish the part built with solid construction materials, enforce the content of the temporary occupation decision , preserve the environment. confidentiality of the site and stop privatizing public spaces.
