Nadia Fettah: “The social security bill aims to guarantee the success of the social protection project”

The bill relating to social security is part of the measures adopted by the government to ensure the success of the implementation of the generalization of social protection in accordance with the vision of His Majesty King Mohammed VI , said Tuesday in Rabat, the Minister of Economy and Finance, Nadia Fettah.
During a presentation presented on his behalf by the Minister of Economic Inclusion, Small Business, Labor and Skills, Younes Sekkouri before the Committee on Education and Cultural and Social Affairs in the House of Advisors, Ms. Fettah stressed that the introduction of amendments to the Dahir relating to law n°1.72.184 relating to the social security system is necessary today to ensure the success of efforts to generalize medical coverage, noting that these amendments will allow to the National Social Security Fund (CNSS) to support this project as a pillar of the implementation of the strategic orientation of the State in the field of social protection, given the management of the Fund of several schemes for the benefit of several categories of citizens.
The objectives of bill No. 02.24 modifying and supplementing the dahir carrying law No. 1.72.184 relating to the social security system, she specified, tend to strengthen the governance of the CNSS, consolidate its capacities in the field. recovery of its debts and processing of grievances and appeals relating to the results of control and inspection missions carried out by the Fund’s services.
For the minister, the bill constitutes an opportunity for the government to continue to honor its commitments contained in the social agreement concluded on April 30, 2022 with the most representative union centers and professional organizations, particularly with regard to right of access to an old age pension going from 3,240 declared days to only 1,320 days or even the possibility for employees who do not reach the threshold of 1,320 days to recover the employee and employer shares once updated.
In addition to the implementation of the decisions contained in the social agreement of April 2022, the minister noted that among the most important provisions of this project are the improvement of the governance of the Fund and the quality of its services. , the establishment of the right of appeal against the results of control and inspection, in addition to the strengthening of recovery mechanisms, the regulation of the membership base and the improvement of financial management.
Regarding the provisions relating to the improvement of the governance of the CNSS, Ms. Fettah specified that they concern the broadening of the field of activities of the fund and others relating to its legal situation and the strengthening of its attributions, in addition to regulating the terms of appointment of members of the board of directors as well as the attributions of the board of directors and those of the general director.
Concerning the provisions relating to the improvement of financial management and the consolidation of recovery mechanisms, the minister indicated that these relate to the separation between the budget of the establishment and the budget of the scheme, in addition to the strengthening of management of recovery of public debts of the fund.
Furthermore, Ms. Fettah stressed that the bill provides for a special procedure for appeals against control and inspection missions in the field of social security like what is in force in the field of taxation, noting that the text also stipulates the establishment of regional commissions at the regional directorate level of the CNSS and a national commission at the central headquarters of the Fund, chaired by magistrates to examine employers’ appeals.
