HIBAPRESS – Shafiq Anouri
Abdelali Benlyas, a professor of constitutional law and political science at Mohammed V University in Rabat, considered that the general directions of the 2026 Finance Bill project responded to social demands calling for the reform of the healthcare sectors, and improving the efficiency of public services in a way that meets the needs of citizens and preserves their dignity.
Benlyas said, in a statement to the HIBAPRESS website, after pointing out that "this ministerial council is considered the last ministerial council to present the strategic directions of the Finance Bill project of the current government", that the general directions of the 2026 finance project, "gave special importance to the social aspect." He added that the social aspect in the directions of the Finance Bill project included "the education sector, which still knows a number of setbacks at the level of implementing the reform project of the education and training system, both in the pedagogical aspect or the administrative aspect that lacks governance, and the healthcare sector, which does not differ from the education sector in terms of the absence of administrative governance of the sector." He continued that the general directions focused "as stated in the Royal Court statement on completing the construction of university hospitals and the reform and rehabilitation of a number of hospitals, and this corresponds to the social demands to reform the healthcare sector and raise its efficiency and public services in a way that preserves the dignity of the citizen and meets their treatment needs." It is worth mentioning that King Mohammed VI chaired on Sunday evening at the Royal Palace in Rabat, a ministerial council dedicated to deliberating on the general directions of the draft Finance Bill for the year 2026, and approving draft organic laws, two draft decrees concerning the military field, in addition to a number of international agreements, and a set of appointments to senior positions.
