The Attorney General at the Rabat Court of Appeal ordered an urgent judicial investigation following the controversial statements made by MP Ahmed Touizi, head of the Authenticity and Modernity Party group in the House of Representatives, regarding allegations of "companies grinding paper and presenting it as subsidized flour for the poor."
Touizi raised this issue during a meeting of the Finance and Economic Development Committee, held on Tuesday, October 28, 2025, dedicated to the general discussion of the 2026 Finance Bill, where he revealed the existence of serious manipulations affecting the food security of Moroccans. The parliamentarian explained that the flour subsidy system is marred by many imbalances, highlighting that the budget to support this essential commodity exceeds 16 billion dirhams annually, while the rich benefit more than the poor, for whom the support was originally intended. Touizi called on the current and future governments to deal seriously with this file and take firm measures against any manipulation or corruption affecting the support system, stressing the need for a comprehensive reform of the compensation system and directing support directly to the beneficiaries through the Unified Social Registry, ensuring social justice and putting an end to the misuse of public funds. The head of the "Authenticity and Modernity" group affirmed that the time has come to open a broad national debate on the fate of billions from the compensation fund, in order to ensure the effectiveness of the current system and restore confidence in the mechanisms of public support distribution. In the same context, MP Ahmed Touizi, head of the Authenticity and Modernity group in the House of Representatives, provided clarification to public opinion regarding the statements attributed to him recently about what was known in the media as "grinding paper." Touizi confirmed that the phrase was used metaphorically, not literally, explaining that the intention was to express the extent of corruption and imbalances in the flour subsidy system, but it was misunderstood and taken out of its true context.
