On Wednesday, December 3, 2025, the Attorney General at the Court of Appeal in Marrakech, Khalid Kardoudi, chaired a study day for judicial police officers in the judicial district of the Court of Appeal in Marrakech. This meeting was dedicated to discussing the updates to Law No. 03.23, which amends and supplements Law No. 22.01 concerning the criminal procedure.
The study day was attended by the Security Wali and the Regional Commander of the Royal Gendarmerie in Marrakech, within the framework of strengthening institutional coordination between the Public Prosecution and law enforcement agencies, and supporting communication channels on how to activate the new legal texts at the level of daily practice. The Attorney General, in his opening remarks, addressed the most prominent points of the Public Prosecutor’s circular No. 25 dated November 10, 2025, relating to the updates to the work of the Public Prosecution after Law 03.23 came into effect. He emphasized strengthening procedural guarantees during the preliminary investigation phase, especially those related to ensuring the rights of suspects and expanding the scope of notification of rights. The speakers also highlighted strengthening the powers of the judicial police in some procedures in exchange for expanding and scrutinizing the Public Prosecution's oversight of investigations, in addition to the new provisions related to digitalization through documenting the minutes and enhancing electronic notification methods. Attention was also paid to updating arrest and custodial procedures according to more precise standards in terms of time tracking and monitoring, and reorganizing the relationship between the Public Prosecution and the judicial police in a way that increases the efficiency of file management and the follow-up of judicial instructions. This study day comes within the context of the Public Prosecution's cultural program aimed at disseminating legal and judicial information, keeping abreast of legislative developments, and unifying the judicial understanding of the provisions of Law 03.23. It also constitutes a practical translation of the Public Prosecutor's circular No. 25 regarding the updates to the work of the Public Prosecution under the new amendments to the criminal procedure law.
