This meeting, which enshrines the participatory approach and joint action between the ministry and the unions in the education sector, completes the previous stage of social dialogue, crowned by the signing of the agreements of December 10 and 26, 2023 and the publication of the new status of civil servants of the Ministry of National Education, as well as strengthening sustained efforts in favor of consensual and coordinated action for the appropriate implementation of the provisions of the status, the press release continues.

This meeting, held at the headquarters of the ministry, was also devoted to the examination of transfer movements, as a crucial and essential issue at the heart of the social dialogue agreements and which is of particular importance for the different categories of civil servants.

It was also an opportunity to take stock of the achievements and work prospects, whether at the level of pedagogical reform or the execution of commitments resulting from the sectoral social dialogue and the operationalization of the status. On this occasion, Mr. Benmoussa, quoted in the press release, affirmed that the ministry adheres to the public school reform project, through the 2022-2026 roadmap, which aims to introduce the pedagogical reform to classes, noting that three strategic objectives have been set, namely strengthening students’ mastery of basic learning, consolidating their openness and their immersion in values, and reducing school dropout.

He also noted that for the implementation of the new status, the ministry has established a plan comprising 43 regulatory texts, of which 24 texts have been approved, while 4 are in the process of being approved and 15 others are being prepared.

Thanks to this accelerated pace, important steps have been taken in the management of the administrative situations of civil servants, Mr. Benmoussa stressed, noting that the commitments resulting from the social dialogue and the provisions of the status have been operationalized, particularly with regard to integration, salary increases, promotions, payment of allowances, change of framework, tenure and payment of promotion allowances for the year 2022. The situations of women and men in education working in remote areas have also been addressed and the National Teachers’ Forum, scheduled for next September, has been organized in order to promote the profession and strengthen its attractiveness.

As for the organization of the mutation movements as a whole, the action will be carried out within the framework of a participatory approach and an exchange of points of view for the formulation of fruitful proposals and recommendations, in order to use them in the taking of new decisions with the aim of improving the system of mutation movements.

For their part, the representatives of the five most representative unions in the education sector welcomed, in their interventions, the pace of taking measures and implementing the implementing texts of the status, the press release states.

They also stressed the importance of reforming the education and training system in order to achieve a comprehensive change in public schools and strengthen its positive impact on students, while working jointly with the ministry to accelerate the pace of implementing the organizational plan for operationalizing the new status and contribute to improving the system of transfer movements.

The meeting took place in good conditions of exchange aimed at strengthening the positive dynamic to continue the joint action with the most representative unions for the implementation of the educational reform, to continue the operationalization of the status, in the organizational and management aspects, according to a logic of priorities, and to respect the deadlines.

The minister has positively interacted with the unions’ request to resolve the situation of suspended teachers as soon as possible, the statement concludes.
