Green hydrogen: A land base of nearly one million hectares

A land area of nearly one million hectares has been mobilized to implement the “Morocco Offer” relating to the development of green hydrogen, in accordance with the vision of King Mohammed VI, indicated, Monday, the head of government Aziz Akhannouch.
Speaking at the plenary session devoted to the responses of the head of government to questions relating to general policy in the House of Representatives on “urban planning and housing policy and its impact on economic dynamics and spatial and social development”, Mr. Akhannouch stressed that this real estate portfolio will support the various integrated projects of this royal project capable of strengthening Morocco’s competitiveness in this vital area, noting that the executive has established land as a lever to develop this sector.
Mr. Akhannouch pointed out in this regard that the various incentive measures implemented in the field of housing and urban planning in Morocco will benefit the entrepreneurial fabric of the construction and real estate development sector, which is promised remarkable growth thanks to the ambitious programs implemented by the government “with a view to enabling the real estate business to regain its attractiveness and create new employment opportunities, while removing obstacles to investors and real estate developers in order to encourage investment and accelerate housing projects.
In this regard, he highlighted the proactive measures initiated by the government to stimulate investments, citing in particular the simplification of 22 of the most common procedures, and the reduction by 45% of the documents required for investment operations, of which 50% are linked to the mobilization of the land base, 33% to building permits, and 45% to operating licenses.
These measures have had a positive impact on the acceleration of contracts and investment processes, he noted, recalling the publication of a joint decree of the Ministry of the Interior and the Ministry of National Land Planning, Urban Planning, Housing and Urban Policy, in execution of the High Royal Guidelines aimed at simplifying procedures and enabling citizens to benefit from public services with the required diligence and efficiency.
This decree sets a deadline of 30 days for the processing of applications and the issuing of authorizations relating to subdivisions, housing groups and divisions, as well as a deadline of 15 days for building permits concerning “Small projects”, he explained, noting that “the silence kept by the administration regarding applications concerning administrative decisions relating to planning authorizations issued by the municipalities, is considered agreement after the expiry of the deadlines set for their issue”.
Mr. Akhannouch also indicated that the government plans to create regional urban planning and housing agencies as effective institutions to support advanced regionalization in the areas of planning and management at the regional level, in accordance with the working session devoted to the housing and urban planning sector, which His Majesty King Mohammed VI chaired in October 2023. This project, he explained, aims to ensure coherence at the different levels of territorial planning, to establish urban agencies as centers of expertise, and to contribute to the revitalization of the urban planning and housing sector.
Furthermore, Mr. Akhannouch noted that the constraints and successive changes that the rural world is experiencing in terms of land management and building permits have led the government to take a number of measures, including the publication of a joint circular between the Ministry of the Interior and the Ministry of National Land Use Planning, Urban Planning, Housing and Urban Policy, relating in particular to the simplification of the building permit procedure in the rural world.
This circular allowed the delimitation of the perimeters of 1,341 douars covering 21,161 hectares for 559,198 inhabitants in the space of one year, in addition to the ongoing delimitation of 439 douars on 7,796 hectares for 235,448 inhabitants, he added.
