HIBAPRESS – Rabat
The Moroccan Organization for Human Rights has warned of the escalation of discriminatory and racist rhetoric on social media, targeting immigrants from African countries residing in Morocco, against the backdrop of the events that accompanied the 2025 African Cup final at the Moulay Abdellah Stadium in Rabat, considering that these calls have taken a worrying character that threatens safety and human dignity.
The organization highlighted in a statement, a copy of which was received by "HIBAPRESS" newspaper, that the spread of incitement content involving hatred and violence constitutes a direct infringement on the values of coexistence, stressing that Morocco has accumulated an important human rights experience since 2013 through the adoption of the national strategy for immigration and asylum, which established a humanitarian approach based on rights, protection and integration. It affirmed that the Moroccan constitution of 2011 criminalizes incitement to racism, hatred and violence, and guarantees foreigners the enjoyment of basic freedoms recognized for citizens in accordance with the law, and also prohibits all forms of discrimination, while recalling the Kingdom's international obligations, especially the International Convention on the Elimination of All Forms of Racial Discrimination. The organization warned that leniency with these discourses would undermine years of human rights and institutional accumulation in which Morocco and civil society participated in the field of protecting immigrants and promoting their integration, calling for serious dealing with the seriousness of these phenomena. In this context, the organization announced its categorical rejection and strong condemnation of all calls and digital content that targeted African immigrants residing in Morocco with discriminatory and inciting racist discourse, demanding the activation of the law and the strict application of legal provisions against the pages and individuals who promoted these discourses. It also called for the acceleration of a comprehensive reform of Law 02-03 related to the entry and residence of foreigners and irregular immigration in a manner consistent with the constitution and Morocco's international obligations, and urged public and private media to play its role in raising awareness of the danger of publishing discriminatory and hateful discourse that is contrary to the values of respect and coexistence.
