Boualem Boualem, director of the office of the Algerian presidency, announced that the draft technical amendment to the constitution includes a set of proposals aimed at adapting some constitutional provisions to institutional developments, without prejudice to the term of the presidency or the number of terms.
Boualem explained, during a national conference dedicated to presenting the draft technical amendment to the constitution, that among the most prominent proposals is the inclusion of a transitional rule to be relied upon when necessary to fill any constitutional vacuum, and to ensure the continuity of state institutions and avoid discontinuity, especially with regard to adapting the situations of bodies and institutions that have undergone changes in their legal system or composition. He added that the proposed transitional rule provides the legal framework for the partial renewal of the elected members of the Council of the Nation during the first term after three years, which enshrines the principle of the continuity of institutional work, and also sets deadlines for adapting the situation of the concerned institutions and bodies with the new constitutional provisions. The same official stressed that the proposed amendments fall within the framework of improving the constitutional and organizational performance of state institutions, and enhancing legal stability, far from any tendency to amend the provisions of the presidential term constitutionally set at five years, and a maximum of two terms.
