The Ministry of Justice and the General Directorate of National Security (DGSN) signed, on Wednesday in Rabat, a memorandum of understanding aimed at regulating and facilitating cooperation in the exchange of electronic data, an important step towards strengthening cooperation and partnership for the establishment of an integrated electronic judicial administration, allowing joint access to information between the two parties.

Signed by the Director of Modernization and Information Systems at the Ministry of Justice, Chakri Samia and the Director of the Information and Communication System at the DGSN, Lahcen Rhanim, during a ceremony chaired by the Minister of Justice, Abdellatif Ouahbi, the protocol makes it possible to verify and complete the identification data of citizens on the basis of the data contained in the national electronic identity card (CNIE), in order to facilitate the processing of cases before Moroccan courts.

In a speech on the occasion, Ms. Chakri indicated that this memorandum of understanding aims to contribute to the acceleration of procedures and the reduction of processing times for legal cases, by ensuring the authenticity of the declared data linked mainly to the information contained in the national electronic identity card.

The agreement will allow the DGSN to obtain updated data from information systems relating to the management of judicial cases, in full compliance with the provisions of the law on the protection of personal data, she added.

For his part, the Director of the Information and Communication System at the DGSN, indicated that this agreement comes to consecrate the spirit of cooperation and consultation between the DGSN and the Ministry of Justice. The aim is to facilitate the accomplishment of public service missions and to contribute to improving the efficiency of the judicial system and the quality of services provided to citizens.

Mr. Rhanim expressed the DGSN’s commitment to ensuring the optimal implementation of this project, by providing the necessary material and human resources and by promoting the sharing of experiences and expertise acquired during previous projects.

According to a joint press release from the Ministry of Justice and the DGSN, this agreement sets out the rules and channels for the exchange and use of this data, in accordance with meticulous standards relating to the physical and digital security of data in full compliance with the laws and regulations in force, including the protection of citizens’ personal data.

The memorandum of understanding provides, in this sense, for the establishment of a joint monitoring commission, composed of representatives of the signatory parties, responsible for ensuring the proper application of the provisions of this agreement.
