HIBAPRESS – Casablanca

The Ministry of Endowments and Islamic Affairs has circulated the Friday sermon for today to various imams and preachers in mosques in the Kingdom. The sermon, the topic chosen for it is the Prophetic biography as a source for managing public affairs in its fourth part through the establishment of the market, came as follows:

Praise be to Allah, the All-Knowing, the Wise, the Compassionate, the Merciful. We praise Him, may He be exalted, for His great blessings, and we thank Him, may He be glorified, for His great favors. We bear witness that there is no god but Allah alone, Who has no partner, and there is no Lord for us other than Him. We bear witness that our master Muhammad is the servant of Allah and His Messenger, the chosen one of His creation and His beloved. May Allah’s peace and blessings be upon him, as he deserves, and upon his noble family and righteous companions, and upon his companions from the Muhajireen and the Ansar, and upon those who followed them in goodness, secretly and openly.

As for what follows: O community of believers, the Prophetic biography is considered a source for managing public affairs, as it is a source for worship, transactions, and all other acts of obedience.

Servants of Allah, we mentioned previously that the Prophet, peace and blessings be upon him, when he settled in Medina and began to establish society on the pillars and foundations of Islamic law, starting with the construction of the Prophet’s Mosque, which gathered the Muslims, then brotherhood based on social solidarity and dissolving the differences between the people of Medina and those who came to them so that they would become one unified nation, then writing the unified constitution for the people of Medina on the basis of true citizenship, regardless of their ethnicities and religions.

Then, among the things that occupied the mind of the Prophet, peace and blessings be upon him, in Medina was the liberation of the Muslims’ economy from the pre-Islamic transactions, in which people’s money was consumed wrongfully. So he, peace and blessings be upon him, established a market for the people based on righteousness, truthfulness, tolerance, and clarity, and all the morals related to buying, selling, and other transactions.

Imam Ibn Majah narrated in his Sunan: That the Messenger of Allah, peace and blessings be upon him, went to the market of Al-Nabit, looked at it, and said:

“This is not a market for you.”

Then he went to a market, looked at it, and said:

“This is not a market for you.”

Then he returned to this market, went around it, and then said:

“This is your market, so it should not be reduced, and no tax should be imposed on it.” [1]

A man came to the Prophet, peace and blessings be upon him, and said: May my father and mother be sacrificed for you, I have seen a place for the market, would you like to see it? He, peace and blessings be upon him, said:

“Yes.”

So he went with him until he came to the market, and when he saw it, he liked it and kicked it with his noble foot, and then said:

“What a good market this is for you, so it should not be reduced, and no tax should be imposed on it.”[2].

We benefit from this event, including:

First: That the Prophet, peace and blessings be upon him, paid attention to the market and money; because money is the lifeblood, and the interests of the people are dependent on it.

Second: It is stated in the books of Sunnah that the Prophet, peace and blessings be upon him, used to enter the market and inspect the transactions of the people, and teach them the rulings of buying and selling so that they would be in accordance with the Sharia. From Abu Hurairah, that the Messenger of Allah, peace and blessings be upon him, passed by a pile of food – i.e., a pile of food – and put his hand in it, and his fingers were wet. He said:

“What is this, O owner of the food?”

He said: The sky hit it, O Messenger of Allah, he said:

“Why didn’t you put it on top of the food so that the people could see it?” Then he said: “Whoever cheats is not of me.”[3].

This noble prophetic hadith indicates that the Prophet, peace and blessings be upon him, performed the hisbah in this market himself, corrected the mistakes of the people, and taught them the jurisprudence of transactions. The purpose of establishing the market is not just to provide a place for buying and selling, but the greater purpose is to establish a market based on morals, and built on honesty and trust.

Therefore, the Prophet, peace and blessings be upon him, directed the people of the market to good morals, and said: “May Allah have mercy on a man who is lenient when he sells, when he buys, and when he demands his rights.”[4].

And he ﷺ said:

“The two parties in a transaction have the option as long as they have not separated, and if they are honest and clear, their sale will be blessed, and if they conceal and lie, the blessing of their sale will be removed.”[5].

In this is a prophetic guidance to achieve satisfaction between the two parties in a transaction, protect rights, and build transactions on honesty, clarity, and good faith.

Servants of Allah, the market is a mirror of the morals of society. If the morals of its people are good, its condition will be good, and if they are corrupt, it will be corrupt. If honesty prevails, blessings will prevail, and if deception spreads, good things will be removed, and blessings will be removed.

So be keen, may Allah have mercy on you, on honesty in your transactions, faithfulness in your sales, and justice in your weighing and measuring, for that is the cause of the pleasure of the Most Gracious, and the key to the expansion of sustenance.

May Allah benefit me and you with His clear Qur’an and with the hadith of the master of the first and the last. And our last call is that praise be to Allah, Lord of the worlds.

The Second Sermon

Praise be to Allah, the Originator, the Restorer, the Doer of what He intends, and may the prayers and peace be upon the bringer of good tidings and warnings, and the illuminating lamp, sent to the two worlds with justice and mercy, the teacher with wisdom and good advice, our master Muhammad, and upon his family and all his companions.

Servants of Allah; We also benefit from what has preceded that money is one of the five necessities that must be preserved, and it is from the core of public affairs that the state undertakes to manage, in order to protect the interests of traders and consumers alike. And to ensure the transfer of money between people in legitimate ways, away from usury, fraud, and deception, and every sale is based on invalidity and ignorance.

We also benefit that ensuring quality, monitoring prices, and combating fraud in the markets are the responsibilities of the state, as we have seen from the actions of the Prophet, peace and blessings be upon him, and everyone who took over the hisbah in the Medina market after him, such as Omar bin Al-Khattab and Al-Shifa, the mother of Abd al-Rahman bin Awf, and Samra bint Nahik Al-Asadiyyah, and others. Also, he, peace and blessings be upon him, used Saeed bin Al-Aas bin Umayyah on the market of Mecca after the conquest [6].

And the hisbah is one of the general authorities, which are among the functions of the state in public affairs. It is to enjoin what is good and forbid what is evil through awareness, law, and deterrence, in a way that achieves justice and preserves the rights of the seller and the buyer. According to the saying of the Almighty:

﴿And let there be [arising] from you a nation inviting to [all that is] good, enjoining what is right and forbidding what is wrong, and those will be the successful.﴾[7].

By this, we realize the value of the presence of morals in the market and the necessity of protecting it from corruption, and protecting it from fraud and embezzlement. The Almighty said:

﴿And whoever defrauds will come with what he defrauded on the Day of Resurrection,﴾[8]

And embezzlement is applied to betrayal in money absolutely.

And so; O community of believers, the Prophet, peace and blessings be upon him, established the pillars of the market on solidarity, cohesion, honesty, blessing, and cooperation in righteousness and piety, and on the basis of equality in rights and duties, and on ensuring material and moral stability, and on social justice and respect for others in their money and trade.

So that unique generation lived, which sets an example, a good life in all walks of life, including the market, and spread its meanings in the worlds. And that is not far from those who followed their path and followed their example in liberating themselves from selfishness and desires, and following the path of truth, counting every movement and stillness, achieving their psychological, familial, social, and economic security through contentment, honesty, blessing, clarity, love, and altruism.

This; And increase the prayers and peace on the Imam of the righteous, and the master of the messengers. O Allah, bless and grant peace and bless our master Muhammad and his family, as you blessed and granted peace and blessed our master Abraham and his family, in the worlds, indeed You are Praiseworthy, Glorious.

And may Allah be pleased with the rightly guided caliphs; Abu Bakr, Omar, Uthman and Ali, and with the rest of the companions from the Muhajireen and the Ansar, and those who followed them in goodness until the Day of Judgment.

And support, O Allah, with Your manifest victory, and Your firm support, our master, the Commander of the Faithful, and the protector of the safety of the nation and religion, the vigilant over the security of the country, and the guarantor of the dignity of the people, His Majesty King Mohammed VI, O Allah, bless him with health and well-being, and include him with Your subtle graces, and delight the eyes of His Majesty with his beloved Crown Prince, His Royal Highness Prince Moulay El Hassan, supported by his happy brother, His Royal Highness Prince Moulay Rachid, and with the rest of the members of the noble Royal Family.

And may Allah forgive with His vast mercy, and with His great generosity, the two noble kings, our master Mohammed V, and our master Hassan II, O Allah, honor their abode, and make them in the highest of the high with those whom You have favored of the prophets, the righteous, the martyrs, and the righteous.

O Allah, have mercy on us and have mercy on our dead and the dead of the Muslims, and heal our patients and the patients of the Muslims, and protect our afflicted and the afflicted of the Muslims, O Allah, guide us to what You love and are pleased with, and take us by our forelocks to all good and keep us away from all evil and harm.

O Allah, bless us in our homeland, and make it a safe and secure country and the rest of the Muslim countries, and expand our sustenance in it, and reduce our prices, and bless us in what You have given us and make us among the thankful, among the remembering, among the asking for forgiveness. Amen.

Our Lord, grant us from Yourself mercy and guide us in our affair.

Glory be to your Lord, the Lord of glory, above what they describe, and peace be upon the messengers, and praise be to Allah, Lord of the worlds.
