The government's performance record for 2021-2026, presented by the Head of Government, Aziz Akhannouch, before the two chambers of Parliament last Wednesday, embodies what can be described as a structural transformation in the management of public affairs in our country. At its core, it sends messages, primarily, how the government was able, in difficult internal and external circumstances, to transition, sometimes through difficult but correct decisions, from managing successive circumstantial crises to establishing a development model that combines sustainability, economic resilience, development, and social justice.

This record, as confirmed by Aziz Akhannouch as he presented it to the representatives of the nation, was not merely statistical figures, but rather reflected an integrated governmental vision to connect economic efficiency with preserving the dignity of the Moroccan citizen, which can be observed at four levels: economic, social, infrastructure, governance, and justice.

Firstly, at the economic level, the Akhannouch government succeeded in establishing a new "investment identity" through the new investment charter, which aimed to raise the share of private investment to two-thirds of national investment by the year 2035.

The validity of this measure is evident in providing support of up to 30 percent of the value of projects, which attracted direct foreign investments that reached a figure that the government describes as unprecedented in the modern history of the country, amounting to 56 billion dirhams in 2025.

The effectiveness of the choices in diversifying growth engines was also apparent, as industrial exports jumped by 44.5 percent, achieving about 408 billion dirhams, with a clear lead in the automotive, aviation, and green hydrogen sectors.

This transition did not overlook food sovereignty, as the "Green Generation" strategy enabled the increase of agricultural value added to reach more than 110 billion dirhams, despite successive years of drought.

Thus, the budget deficit was reduced to 3.5 percent in 2025 after it had reached 5.5 percent in 2021, and economic growth rates experienced a gradual upward trend, increasing from 1.8% in 2022 to 4.8% in 2025, a development that reflects the results of well-studied economic policies, not merely circumstantial improvement.

Secondly, at the social level, the concept or vision of the "social state" was implemented, moving from the theoretical realm to the tangible reality for Moroccans. The generalization of health coverage to include more than 15 and a half million additional citizens and the launch of direct social support for 4 million families represent a quiet revolution in the national solidarity system.

The government also showed great courage in reforming vital sectors, such as health and education. Education saw a new basic system that completely closed the contractual file that had lasted for years, and raised salaries at a total cost that will reach 17 billion dirhams at the beginning of next year.

This cycle is completed with the direct housing support program, which benefited 96 thousand families, thus strengthening social stability in our country.

Thirdly, at the level of infrastructure and governance, it also had its share, as the volume of public investment increased by 65 percent, with a focus on water security through water desalination programs and the connection between water basins to face water stress. Administratively, simplifying 22 investment procedures, about 45% of the investment file processing path, was evidence of financial discipline and institutional effectiveness.

Fourthly, at the level of the justice system, the government was able to complete the institutional building of the judiciary and consolidate the conditions for a fair trial, including the launch of an ambitious plan to enhance the rule of law and consolidate judicial security, on the basis that rights cannot be upheld without an independent and effective judiciary. Examples of this include the adoption of "alternative penalties" as a humane approach that consolidates the judicial security of our country.

A fair reading of the various indicators, foremost among which is Morocco's exit from the "grey list" and the restoration of its credit rating, confirms that the measures taken by the government throughout its term were not just technical, but rather a new "social contract". The government has succeeded in turning geopolitical and climate challenges into opportunities for growth, thus laying the foundation for a stage in which the economy serves humanity and balanced development is achieved between the center and the regions.
