The government is moving towards strengthening human resources in public administrations and institutions during 2027 by programming thousands of new financial positions, as outlined in the draft finance law.
The project proposes the creation of 34,454 financial positions within the general budget, distributed among a number of government sectors, with a significant share allocated to sectors related to security, health, and public administration.
The Ministry of Interior tops the list of beneficiary sectors with 14,200 positions, followed by the National Defense Administration with 5,500 positions, then the Ministry of Health and Social Protection with 5,400 positions.
The programming also includes 2,460 positions for the Ministry of Economy, Finance, and Public Administration Reform, 1,920 positions for the Ministry of Higher Education, Scientific Research, and Innovation, as well as 1,500 positions for the General Directorate of Prisons and Reintegration.
As part of the distribution of positions to various sectors and institutions, the project stipulates granting the Head of Government the authority to distribute 500 financial positions, including 200 positions allocated to people with disabilities.
The education sector also benefits from a significant additional share, as the project includes the creation of 15,590 positions for the Regional Academies of Education and Training, with the aim of hiring teachers. In addition, 600 financial positions are to be created within the Ministry of National Education to settle the administrative status of employees holding a doctorate or equivalent degree who have successfully passed the competitive examination for admission to the teaching and training researcher corps, in accordance with current legal and regulatory conditions.
This settlement will come into effect starting January 1, 2027, with the deletion of the positions currently held by the concerned individuals within the ministry, which correspond to their previous statuses before the settlement.
The health system is also expected to benefit from the creation of 2,600 financial positions for territorial health groups, in addition to the positions programmed within the general budget of the Ministry of Health and Social Protection.
