In a written response addressed to parliamentarian Azizah Boujriday of the Authenticity and Modernity Party (document number 3349, Rabat, September 10, 2025, responding to question number 19819), Interior Minister Abdelouafi Laftit emphasized that any potential regulatory framework for serving shisha to tourists can only be considered within an inter-ministerial coordination framework involving the relevant sectors and a participatory approach that takes into account economic and social changes, while strictly adhering to public health, security, and public order requirements.
The Interior Ministry’s response clarified that local authorities and security forces are carrying out field operations in several areas to curb the illegal serving of shisha, maintain public order in all its components, and counter violations associated with the use of this substance, including activities that are criminalized by law and those that affect public order.
The response concluded that any potential regulation must balance ensuring the continuity of related economic activities within a framework of discipline and transparency with protecting the health and safety of citizens and visitors alike.
