HIBAPRESS – Rabat

The Council of Advisors witnessed an extensive discussion on the draft finance law, where the government and the majority and opposition groups presented a series of amendments that reflect the extent of interaction with the contents of the text and the keenness of the political and professional components to introduce improvements to the proposed measures.

The number of proposed amendments reached 227 amendments, which mainly included the first part of the project, while three amendments concerned the second part, in an indication of the great focus on financial, tax, and customs aspects.

These amendments were distributed according to their nature into 37 customs amendments, 154 tax amendments, in addition to 36 various amendments concerning other areas.

The government submitted three amendments, while the majority groups submitted 31 amendments, which is the same number presented by the Al-Haraki team. The Socialist-Federalist Opposition team also submitted 26 amendments, while the number of amendments submitted by the General Union of Workers in Morocco reached 10 amendments.

On the other hand, the General Confederation of Moroccan Enterprises submitted 48 amendments, the Moroccan Labor Union submitted 24 amendments, and the Democratic Confederation of Labor submitted 37 amendments, while advisors Khalid Al-Satti and Lubna Al-Alawi submitted 17 amendments.

Observers believe that the size of the amendments reflects the dynamism of the parliamentary debate, especially in light of the measures that the draft finance law carries that directly affect investment, purchasing power, and the financing of public projects.

This large number of proposals also expresses the desire of political, union, and economic actors to influence the content of the law in a way that achieves a balance between the requirements of public finance and the expectations of citizens.
